Court systems within SL

I'm listening to a podcast-esque recording, from a guy named Nick Wilson, concerning a court system in SL with enforceable rulings. He talks about the development of tools to ensure that enforcement would be possible. Additionally he is questioned on universal judgement (of behavior) and possible accusations of extortion (after fining is discussed) I attached the link....check it out if you have a few minutes.

Are we talking about using SL to test out new ideas for developing or improving a legal system, or are we talking about SL's legal system?

I think there are limitations to what laws can be implemented in SL because everything would have to adhere to real-life law.

It sounds to me like they are trying to move the civil law suit system and an administrative regulatory system into SL. This may be needed, but what about the deliberately criminal side? How are they going to deal with hackers, data thieves, fraud, and malicious damage? Real life law may be the answer like Mikael said, but in what jurisdiction?
